Parliament était initialement The Parliaments, un groupe de doo-wop qui naquit dans la boutique de coiffure de George Clinton à Plainfield, New Jersey. Ce nom fut rapidement abandonné à cause de problèmes légaux avec Revilot et Atlantic Records, leurs maisons de disque. La plupart des membres du groupe jouèrent alors sous le nom de Funkadelic. Très vite, le groupe Parliament apparut en plus de Funkadelic bien que les deux groupes soient essentiellement composés des même personnes. Ils sortaient cependant leurs albums sous leurs noms respectifs. Le problème légal concernant le nom "The Parliaments" fut résolu en 1970, et Clinton signa Funkadelic avec le label Invictus Records. Sous le nom Parliament, sortit Osmium (Breakdown qui atteignit la 30e place au classement R&B en 1971). Le nom Parliament fut ensuite abandonné un temps car Funkadelic avait beaucoup plus de succès. Au début des années 70, Bernie Worrell, Bootsy Collins et Catfish Collins rejoignirent Funkadelic, qui sortit 5 albums jusqu'en 1974. Funkadelic signa alors Casablanca Records en tant que Parliament, sortant Up For The Down Stroke (sur l'album éponyme) qui ateignit la 10e place au classement R&B mais ne dépassa pas la 63e place au classement Pop. Ce morceau fut le plus gros hit de P Funk. En 1975 sortit Chocolate City, dont le single atteignit la 24e place. Les albums qui suivirent permirent à Parliament de devenir l'un des groupes les plus respectés des 70s. Ils sont reconnus comme les pères du funk. Les groupes Parliament et Funkadelic sont intimement liés et ne peuvent que difficilement être séparés.
